Powers and Functions: Organize and promote programs of community recreation, parks and open space, parking, transportation, and other related services that improve the community’s quality of life.

Formation: Any territory, whether incorporated or unincorporated, whether contiguous or noncontiguous.

5 Directors, three appointed by the Vallejo City Council, two appointed by the Solano County Board of Supervisors to fixed 4-year terms.
