Notice of Intent to Adopt a Mitigated Negative Declaration
Franklin Recreation Center Improvements Project

The Greater Vallejo Recreation District (GVRD) proposes to renovate and enhance Franklin Recreation Center Park, which consists of the former Franklin Middle School property. Proposed Park facilities would include an outdoor basketball court, pickleball courts, play area, a multiuse synthetic turf field, a multiuse natural turf field, and a concession/picnic area. In addition, the proposed project would result in the construction of related improvements to complement the new recreation areas, including parking, landscaping, lighting, utilities, and stormwater management.

The project site consists of a portion of the former Benjamin Franklin Middle School in the central portion of the city of Vallejo in Solano County, California. The project site is located on a 14.70-acre lot (APN 0059-084-080) at 501 Starr Avenue and is bound by single-family residential development to the north, former Benjamin Franklin Middle School facilities and the GVRD Sports Gym to the east, Starr Avenue to the south, and Wallace Avenue to the west.

The proposed project is not on a list compiled pursuant to Government Code Section 65962.5.

In accordance with Section 15072(a) of the CEQA Guidelines, this Public Notice officially notifies the general public, public agencies, and landowners that a 30-day public review period will begin on May 29, 2026. Comments on the Draft Initial Study and Mitigated Negative Declaration (MND) should focus on environmental issues and must be received by June 29, 2026.

Email or written comments received by June 29, 2026 will be considered before the MND is approved for adoption by the GVRD’s Board of Directors. A public meeting of the GVRD’s Board of Directors to take action on the MND will be held following public notification of the hearing on this website. Regularly scheduled Board meetings take place on the second and fourth Thursday of each month at the GVRD Administration Building:
